In 1996, a new
free-standing, single-story structure was constructed on a newly developed site for use as
the Ector County Law Enforcement Center. The facility consisted of a 660-bed detention
center and a 22,000-square-foot sheriff's department.HVAC systems included gas-fired packaged rooftop units for
heating and cooling and a smoke removal system for detention areas. Security type air distribution devices were used in the detention
areas. A DDC temperature control system provided energy management functions.
Plumbing systems included stainless steel security type fixtures.
Domestic water was softened prior to being heated in modular water heaters. Hot water was
distributed at 140ºF with mixing valves located in plumbing chases to provide maximum
105ºF water to the detention areas.
Electrical systems
included detention quality fluorescent light fixtures in the secured areas and normal
2'x4' recessed fluorescent fixtures in the unsecured areas. Life safety included a smoke
purge system, addressable fire alarm system, emergency lighting system, and a 1000KW
diesel-driven standby emergency generator.
